Protecting Journalists: A Priority for Democracy and Free Elections in 2024

In a statement issued on the occasion of World Press Freedom Day, Secretary General of the Council of Europe Marija Pejčinović Burić underlined the importance of safeguarding journalists in the run-up to the 2024 elections. Burić stressed that media freedom is a vital component of democracy, and that journalists play a crucial role in providing citizens with diverse and reliable information to make informed decisions about their democratic rights.

Burić highlighted the challenges faced by journalists, including physical attacks, intimidation, restrictive legislation, and legal harassment. She urged Council of Europe member states to implement the Committee of Ministers Recommendation on the protection of journalism and safety of journalists and develop national action plans as part of the Council’s campaign “Journalists Matter.” Burić commended those member states that have taken steps towards protecting journalists and ensuring their safety.

The Secretary General specifically addressed abusive lawsuits aimed at silencing journalists and media organizations. She called on member states to adopt legislative frameworks that allow for open participation in public debate without fear of retaliatory legal action. In particular, she urged governments to implement the Committee of Ministers Recommendation on strategic lawsuits against public participation (SLAPPs) to prevent such abusive practices.

Overall, Burić emphasized the importance for governments to prioritize the protection of journalists and media workers in order to uphold democracy and ensure a free and fair electoral process in 2024.
